Cutter Double

Maths Problem?
A Cutter is shearing a Homogeneous Material at a rate of 2 m/s producing a force x in the Cutter. If the Cutter Rate is doubled to 4m/s. Question 1 What will the new force in the Cutter be ?
Question 2.Why ? Please show me how its done
I think it is only a matter of proportionality.
new force / 4 m/s = x / 2 m/s
new force = 2 x
meaning when the rate is doubled it also double the force x to 2x
