In Canada you cannot buy cigarettes online and have them shipped to Canada – you will be heavily taxed because it is illegal to bring them in without paying the taxes for them.

tobacco products are a controlled substance both sides of border and unless legally exported and imported would be against the laws of both countries. Manufacturers in Canada do export but only to legally registered importers and taxes if exempt on exports will be collected on imported prices.
Postal regulations also prohibit I believe from one person to another . Similarly specific quantities may be personally imported but only for personal use by returning travellers and not for resale and must accompany luggage at time of entry .
